Hi, should clarify you're question a bit, but I'll attempt to answer it the best I can.

The "spring" torsion bar that has the leaves that sets up front spring rate is available from most VW suppliers or wreckers, you change the spring rate by adding and reducing the number of leaves in the spring pack and making up the ends with packers that go into the suspension arms.

The "antiroll" torsion bar is typically made up of steel with the ends shaped to fit into the suspension arms and it usually has a fixed stiffness rate. To change the roll rate you can go up and down in diameter (or cross section) of the bar, there are also hollow antiroll bars available (if weight is an issue). I can email you a table of typical bars sizes if you want.

Most people who deal with Formula Vee's have access to make the antiroll bars. You just need to indicate to them what size bar you want and wether it is for a link pin or ball joint H-Beam.
